BLS International a partner in Digital India revolution

Even a decade ago one had to run from “pillar to post” to get a property registered. It is only in India you will find a cottage industry of hawkers who know how to grease the wheels of a creaky system bedevilled by red tape and stifling bureaucracy. But thanks to information technology, awakened civil society, and a responsive government in the centre that promises and delivers “citizen rights”, the winds of change has finally arrived.

Today, if there is one state which has embraced Digital India whole heartedly it is Punjab, which has outsourced most of its citizen services to professional private organisations. And if there is one organisation, which has risen to the challenge of change, it is BLS International Services. It has ably partnered with Punjab government agencies for e-governance, where the citizens can avail essential services/records from their government in the most efficient manner.

Launched by Prime Minister Narendra Modi, the Digital India Initiative connects rural areas with high-speed internet networks.

Digital India consists of three core components:
• The creation of digital infrastructure
• Delivery of services digitally
• Digital literacy
What has given a major boost to Digital India movement is the recent demonetization of Rs.500 and Rs. 1000 currency. This sudden drying of cash led to many people adopting electronic modes of cash transfers like mobile wallet, credit and debit cards, and net banking.
How Punjab is taking forward the Digital India Movement
Government of Punjab mission was straightforward: citizens of the State should get all government services being delivered by any government department in an integrated manner, across the counter under one roof in both urban as well as rural Areas. To make these services easily accessible in local vicinity of the citizens, Service Delivery Centers namely “Sewa Kendras” were set across the state with the objective of providing services to citizens in a hassle-free, fast and transparent manner.
BLS International as a Partner to Punjab Government
BLS International operates, maintains, and manages all the 2,147 SEWA Kendras in both rural and urban areas in Punjab. It coordinates with PSeGS (Punjab State e-Governance Society) and all concerned participating departments and district administration, for delivery of 78 services notified under the Right to Service Act, 2011.

The Deputy Chief Minister Sukhbir Singh said,” the objective of establishing these centers at every mile in urban areas and for every four-five villages in rural areas was to facilitate citizens who were earlier required to travel 12-15 miles and have to stand in long queues for availing basic services like caste certificate, birth and death services, social security pensions etc.”

Now they can go to the nearest Sewakendra and avail these services in the most streamlined, efficient, and transparent manner.

BLS International is a proud participant in the transformation of India where the citizens are empowered to availing essential services/records from their government in the most efficient manner.

BLS International Taking e-governance to new heights in Punjab

Punjab leads the rest of India on e-governance by empowering its citizens to access government services under one roof in the most transparent and accountable manner. The state government of Punjab is a pioneer in the use of Information Technology for e-governance that reaches across the length and breadth of the state for last-mile connectivity unparalleled in India so far. BLS International, as a service operator that operates, maintains, manages the Sewa Kendras, is proud partner of this initiative.

What are Sewa Kendras?
As of part of ‘Digital India' initiative, 2,147 e-governance centres called “Sewa Kendras” were set across the Punjab state. These Sewa kendras minimises public interaction with various offices and enhances efficiency of the administration and delivery of services to citizens. They act as a catalyst to help people get their routine administrative works done in a speedy manner.

The Department of Governance Reforms provides 78 citizen-centric services to people under one roof in these Sewa Kendras. The basic services include: providing birth and death certificates, marriage certificates, banking services, voter cards, electricity bills, besides all government departments.

From red tape to efficiency
The scale of this initiative is gigantic: of the 2,147 Unified Sewa Kendras (USK), in the state to provide hassle-free services of every department to the citizens.

To ensure efficiency and accountability the government privatized the functioning of these 2,147 Sewa Kendra. BLS International was chosen as the agency to manage these centres after a competitive bidding process.

Why BLS International?
BLS International leverages the vast network of these centres to deliver real-time services for a model Government-to-Citizen Services to those in the rural, semi-urban and urban markets.

BLS International was chosen as a delivery partner for its strengths and proven expertise: Strong technology expertise, Data Management System expertise, Proven Track record, project management capabilities, quality human resources and responsive management.

The benefits of e-governance
"Earlier, people living in remote areas had to travel more than 100 kilometres or even more to reach government offices for getting their job done. With this, they can get their job done at their villages itself. This practice will not only save their money, but also reduce harassment," Mr. Shikar Aggarwal, Joint MD told PTI in an interview.

These e-governance centres would not only help the government deliver their services to the people more effectively but also generate employment in the state.

"The project, meant to provide over 200 government services to people under one roof, will also generate revenue for the state government and would bring transparency in the work culture by bringing administration to the doorstep of the citizen," he said.

This initiative of the Punjab Government truly lives to the motto of “Digital India” Initiative: Power to empower.
The boons of Digital India Initiative
Digital India was launched by the Government of India in 2015 to ensure that Government services are made available to citizens electronically by improved online infrastructure and increased Internet connectivity.

The motto of Digital India is “Power to Empower”. BLS International has followed that path since its inception in 2005 for the highest performance standards and transparency for a service delivery that every applicant is entitled. The power of technology and digitization for an empowerment in passport, visa, and consular attestation services.

BLS International Services, a provider of outsourced visa and passport services, expects international travel to get tougher following Brexit and Donald Trump becoming the President of the U.S. However these developments would not curtail global travel that is currently growing at 4-5% annually.

As for as the performance of BLS International is concerned, the company is expected to grow nearly 100% this fiscal year. The third quarter results were announced last fortnight and they showed an impressive growth. The company reported net profit of Rs. 16.67 crore ( 2.5 million USD) for Q3FY17 up from Rs. 12.8 crore ( 1.92 million USD ) dollars in the previous quarter. • EPS for 9MFY17 stood at Rs. 32.14, as compared to Rs. 27.31 for 9MFY16

The growth of BLS International is the last fiscal year has been primarily due to winning the global visa contract of Spain estimated at €175 million (about Rs. 1,300 crore). Mr. Karan Aggarwal in his interaction with the anchor of the channel said, “Winning the Spanish contract meant opening of 66 offices in new locations and we expect to complete 129 offices in 47 countries before March end.”

The Spain contract is a major milestone for BLS International’s growth. The company is now recognized as a global player in the consular services industry. BLS is an authorized Service Provider for attestation of documents by the Ministry of External Affairs, India. It also serves the Embassy of the State of Kuwait, UAE, Hungary, Iran, Malaysia, Singapore and others in the field of consular services.

When queried about the high operational costs for Q3, Mr. Aggarwal explained the dynamics of the consular services industry, “When we win a contract, the initial quarters would show higher numbers as operational expenses are higher before they plateau.”

BLS’s other big gain was winning the e-governance project worth Rs. 1,500 crore ( 230 million USD ) from Punjab government last year. The company put up 2,147 Sewa Kendras where 78 services of the State Government is provided to the citizens through this single window.

The Spain assignment as well as e-Governance project in Punjab has made BLS International extremely optimistic of the future; both gains of this fiscal year.

The volume of applications that BLS International handles in visa and passport services is mind boggling. Mr. Aggarwal gives an overview of the scale of operation, “In 2015-16 BLS processed 1.25 million applications on the visa and passport services. This year we have processed close to 2.5 million and next year we would definitely be doing 3.5 to 4.0 million applications given the present order book. On e-governance we have processed over 12 million applications this 2016-17. This will rise to 25 to 30 million in the next year.

BLS International has bid for six major contracts. The company plans to add at least a couple of them in the order books. On the e-governance front, BLS is in touch with various state governments and a distinct possibility of winning a major contract.

Given these quarterly numbers and new client acquisitions on the anvil BLS International is poised to soar to greater heights in the fiscal 2017-18 in terms of volume of applications and revenue.
